EU Chief Operating Officer (PCF-42)

About the Role

Based on-site in Dublin, Ireland, the EU Chief Operating Officer (PCF-42) reports directly to the CEO and holds accountability for the running of TrueLayer's EU regulated entity. Sitting on the management team for the Irish operation, you will help shape its vision, strategy, and day-to-day execution, with particular emphasis on operational resilience and the oversight of outsourced functions. You will keep these arrangements tightly aligned with local regulatory expectations while also contributing to cross-functional, group-wide initiatives across the wider TrueLayer business.

Key Responsibilities

• Own the design, rollout, and effectiveness of the firm's Outsourcing Framework, chairing the Outsourcing Oversight Committee and ensuring intra-group arrangements support international growth.
• Keep outsourcing and critical third-party arrangements compliant with Central Bank of Ireland (CBI) and operational risk standards, partnering closely with Risk, Compliance, Financial Crime, InfoSec, Legal, Product, and Commercial teams.
• Drive a comprehensive ICT risk management framework and digital operational resilience strategy aligned to DORA, business continuity, scenario testing, crisis communications, wind-down, and disaster recovery.
• Map and document critical business processes, interdependencies, dependencies, and vulnerabilities so services remain resilient under DORA.
• Provide the CEO and Board with accurate, timely operational reporting, translating strategy into executable plans, performance metrics, and governance structures.
• Maintain strong internal controls, segregation of duties, and oversight mechanisms.
• Deliver executive-level Management Information and KPIs, and champion AI tools to automate manual workflows and sharpen reporting accuracy at group and entity level.

Qualifications

• Prior experience in a PCF-42 or comparable regulated senior operations role within financial services or fintech.
• Solid grasp of CBI regulatory frameworks, Operational Resilience, DORA, and outsourcing and third-party requirements.
• Track record engaging with the Central Bank of Ireland or similar authorities, auditors, and senior stakeholders.
• Strong vendor and third-party relationship management skills.
• Ability to work within a management team and engage Board-level stakeholders.
• A hands-on, can-do mindset comfortable building processes from the ground up in a scaling environment.
• Bonus: experience implementing AI-driven tools and managing outsourcing, operational resilience, and EU DORA frameworks against CBI mandates.
