Responsibilities

We are representing a confidential global health organization seeking a Senior Strategist, Data & AI to strengthen data systems and responsible AI adoption across public health programs in multiple countries.

In this role, you will advise program and country teams on data architecture, interoperability, data governance, and AI readiness. You'll shape and prioritize data- and AI-enabled initiatives while building organizational capacity to use emerging technologies responsibly and effectively.

Data Strategy and Architecture:

  • Advise program teams and government partners on strengthening data foundations including architecture, quality, interoperability, metadata, governance, and accessibility
  • Identify data flow issues, fragmentation, duplication, and quality barriers across systems
  • Support governments in developing sustainable approaches to data architecture and interoperability
  • Translate public health needs into clear data requirements and bridge communication among epidemiology, product, data, and technology teams
  • Ensure high standards for data quality, usability, interoperability, governance, privacy, and sustainability
  • Track developments in health information architecture, interoperability standards, and digital public goods

Applied AI and Innovation:

  • Shape approaches to responsible programmatic use of AI and advanced analytics in public health
  • Identify and prioritize high-value opportunities where AI could improve planning, clinical decision support, analysis, or monitoring
  • Guide structured assessment of AI use cases considering problem definition, data readiness, feasibility, equity, privacy, and sustainability
  • Advise teams on build-buy-adapt-partner decisions for data- and AI-enabled solutions
  • Translate AI policies and principles into practical guidance and review processes
  • Promote responsible AI practices including human oversight, transparency, accountability, and equity
  • Lead responsible experimentation and learning initiatives

Program Advisory and Organizational Capability:

  • Serve as senior resource to program and country teams integrating data and AI into program design and implementation
  • Develop frameworks, decision aids, guidance, and tools for assessing data and AI opportunities
  • Build organizational capability through training, coaching, and communities of practice
  • Develop team AI and data literacy to enable effective engagement with technical partners and vendors
  • Provide strategic input to digital product and innovation initiatives
  • Capture and share learning from data, digital, and AI initiatives across programs

External Advisory and Partnerships:

  • Advise government and public health partners on data architecture, interoperability, governance, and responsible AI adoption
  • Build relationships with organizations shaping global health data standards and digital public goods
  • Represent the organization in technical forums with governments, funders, multilaterals, and academic institutions
  • Collaborate with IT leadership on enterprise technology, cybersecurity, and data protection requirements
  • Partner with legal and shared services on governance, procurement, compliance, and risk management
  • Support proposals, donor engagement, and external communications

What We're Looking For

Required Experience:

  • At least 12 years of progressively responsible experience in data, digital health, health information systems, analytics, or applied AI
  • Experience working in global public health with Ministries of Health, national public health institutes, or government health institutions across multiple countries
  • Demonstrated experience with data architecture and systems including interoperability, data standards, metadata, governance, and data quality
  • Experience translating complex public health problems into practical data, digital, analytics, or AI approaches
  • Experience operating at the intersection of strategy and implementation with both technical and non-technical stakeholders
  • Experience assessing digital or AI initiatives for feasibility, value, risk, sustainability, and organizational readiness
  • Experience with digital products, health information systems, digital public goods, or technology vendors
  • Experience building organizational capability and supporting technology adoption

Required Skills:

  • Strong public health and systems thinking with understanding of how technology, data, people, workflows, and policy interact
  • Strong understanding of data architecture, interoperability, data governance, and data quality
  • Strong working knowledge of responsible AI principles including privacy, equity, transparency, and safety
  • Technical fluency to engage credibly with data scientists, engineers, and architects while translating issues for non-technical leaders
  • Strong analytical and strategic judgment to distinguish promising opportunities from technology-driven solutions without public health value
  • Ability to structure ambiguous problems and translate them into practical recommendations
  • Excellent facilitation, influencing, and stakeholder-management skills
  • Ability to work across organizational boundaries and build alignment without direct authority
  • Excellent written and verbal communication skills for diverse audiences including government officials and donors
  • Strong cultural awareness and ability to work in diverse and resource-constrained settings
  • Pragmatic, curious, collaborative approach to rapidly evolving technology areas

Education:

  • Master's degree or equivalent advanced training in public health, health informatics, digital health, data science, epidemiology, health policy, computer science, information systems, or related field

Other Requirements:

  • Ability to work effectively in a remote, globally distributed organization
  • Ability and willingness to travel internationally for country engagement and technical consultations

Preferred Qualifications:

  • Experience in primary health care, cardiovascular health, epidemic preparedness, surveillance, or health systems strengthening
  • Familiarity with FHIR/HL7, WHO SMART Guidelines, Digital Adaptation Kits, DHIS2, OpenMRS/OpenHIE, and digital public goods
  • Experience applying AI or advanced analytics to real-world public health problems
  • Experience in multilingual and resource-constrained implementation environments
  • Proficiency in languages in addition to English
