Director II Capture & Proposal Public Sector (SLED)

Lumen is hiring a Director II, Capture & Proposal, Public Sector (SLED) in Annapolis, Anne Arundel County. This is a full-time position leading our state, local, and educational (SLED) opportunity pursuit and proposal delivery strategy.

About the Role

As Director II of Capture & Proposal for our public sector business, you'll own the strategy, execution, and outcomes of our most complex government and education sector pursuits. You'll manage the full lifecycle from opportunity identification through proposal submission, ensuring our solutions resonate with state agencies, municipalities, K-12 systems, and higher education institutions. Your team will drive revenue growth by capturing high-value contracts in an increasingly competitive SLED market.

What You'll Do

• Develop and execute capture strategies for major SLED opportunities, building client relationships and understanding public sector buying processes
• Lead proposal development, orchestrating cross-functional teams to deliver compliant, competitive, and compelling responses to government RFPs and RFQs
• Manage opportunity pipeline, forecasting, and revenue impact for state, local, and education customers
• Oversee proposal staffing, scheduling, content quality, pricing integrity, and on-time delivery
• Build and mentor a high-performing capture and proposal team
• Ensure compliance with government contracting rules, regulations, and customer-specific requirements
• Collaborate with sales, delivery, and legal teams to align solutions with customer needs and company capabilities

What We're Looking For

• 10+ years of experience in sales, business development, capture management, or proposal management, with significant SLED or government contracting background
• Demonstrated leadership of teams managing complex, high-stakes proposals and pursuits
• Deep understanding of state, local, and education sector procurement, compliance requirements, and buying patterns
• Strong communication, project management, and executive presence skills
• Proven success winning large or strategic government contracts
• Bachelor's degree in business, engineering, communications, or related field
