Business Development (BD) Manager “Rainmaker” Federal Strategic Growth Manager (Remote)

Serco seeks an experienced Business Development Manager "Rainmaker" to lead federal strategic growth initiatives remotely, headquartered in Salem, Marion County. As a full-time Federal Strategic Growth Manager, you'll architect and execute high-impact business development campaigns that drive measurable strategic outcomes for our federal contracting business.

About the Role

This is a strategic leadership position combining external visibility with operational rigor. You'll own the complete business development lifecycle—from market intelligence and opportunity identification through proposal strategy, stakeholder engagement, and deal closure. You'll be both the commanding presence representing Serco to federal clients and the architect of the disciplined systems that consistently deliver results.

What You'll Do

• Lead multi-million-dollar business development campaigns targeting federal agencies and prime contractors
• Identify and pursue high-value contract opportunities aligned with corporate strategy
• Develop and maintain relationships with federal procurement decision-makers and current clients
• Create winning proposal strategies and manage end-to-end pursuit processes
• Build and scale business development teams and systems to support revenue growth
• Analyze market trends, competitive positioning, and customer needs to inform strategy
• Partner with operations, capture, and delivery teams to ensure pursuits are realistic and aligned

What We're Looking For

• Proven track record closing significant federal contracts or leading federal business development teams
• Deep understanding of federal procurement processes (FAR, GSA, contracting vehicles)
• Demonstrated ability to build and lead high-performing business development organizations
• Executive presence with strong communication and negotiation skills
• Strategic thinking combined with operational discipline and systems orientation
• Security clearance (active or eligible) required
• Bachelor's degree or equivalent professional experience in business development, consulting, or federal contracting
