The Perry Group: Site Construction Manager 1 (Substation – 100% Field)

CDM Smith's construction affiliate, The Perry Group, is hiring a full-time Site Construction Manager 1 (Substation) to lead on-site electrical substation construction in Smyrna, Kent County, Delaware. This is a 100% field-based position with daily presence required at active project sites.

About the Role

In this Site Construction Manager role, you will serve as the primary on-site leader for electrical substation construction projects, directing daily field operations, coordinating trade contractors, and ensuring each phase of work is executed safely, on schedule, and in full compliance with project specifications. This is a hands-on field role built for a construction professional who excels in high-voltage electrical infrastructure environments.

What You'll Do

• Direct all day-to-day field construction activities at electrical substation sites in the Smyrna, Delaware area
• Coordinate subcontractors, vendors, and self-perform crews to sustain productivity and workflow across concurrent work fronts
• Enforce jobsite safety programs in accordance with OSHA construction standards and project-specific health and safety plans
• Monitor construction progress against schedule and budget milestones, identifying and resolving field conflicts proactively
• Review contract drawings, specifications, and submittals to verify installed work aligns with design intent
• Manage the RFI and field change order process in close coordination with the project management team
• Maintain detailed daily field logs, progress photographs, and written documentation of site conditions and activities
• Interface with client representatives, utility stakeholders, and regulatory inspectors during site visits and progress meetings
• Support quality control through hands-on inspection of completed work and verification of material compliance

What We're Looking For

• Demonstrated experience in electrical substation construction, including high-voltage equipment installation and field coordination
• Background in field construction supervision or construction management on utility or infrastructure projects
• Working knowledge of electrical construction means and methods, including NFPA 70E and OSHA 29 CFR 1926 requirements
• Ability to read and work from construction drawings, one-line diagrams, and project specifications
• Strong communication and organizational skills for managing multiple subcontractors and reporting to project leadership
• OSHA 30-Hour Construction certification preferred
• Bachelor's degree in Construction Management, Electrical Engineering, or a related field — or equivalent hands-on experience — preferred
• Full-time, 100% on-site availability in Smyrna, Delaware; this role is not remote or hybrid
