New York Housing Trust Fund is seeking a full-time Assistant Vice President (AVP) of State Legislative and Intergovernmental Affairs in Rensselaer, New York. This leadership position with the Housing Trust Fund Corporation, part of New York State Homes and Community Renewal, offers the opportunity to shape housing policy and drive strategic legislative initiatives that advance affordable housing access across New York State.
About the Role
As AVP of State Legislative and Intergovernmental Affairs, you'll direct advocacy efforts and government relations to support the agency's core mission. Working at the intersection of policy and politics, you'll cultivate relationships with state legislators, executive agencies, and community stakeholders while influencing policy outcomes that expand housing opportunity for New York's families.
What You'll Do
- Develop and execute legislative strategies aligned with Housing Trust Fund priorities and affordable housing objectives
- Serve as primary liaison between the agency and state legislature, executive partners, and intergovernmental stakeholders
- Track legislative developments and deliver strategic analysis and policy recommendations to senior leadership
- Lead advocacy initiatives and coordinate stakeholder engagement across housing coalitions and community organizations
- Prepare policy briefings, legislative testimony, and analysis for executive review and board consideration
- Represent the organization at legislative hearings, policy forums, and coalition meetings
- Establish and maintain relationships with key decision-makers in state government and the housing advocacy community
What We're Looking For
- Demonstrated success managing government relations, legislative advocacy, or policy development for a public agency or nonprofit
- Strong understanding of New York State legislative procedures and housing policy landscape
- Established network of relationships with state legislators, agency officials, and housing advocates
- Excellent written and verbal communication skills with ability to translate complex policy into actionable guidance
- Strategic mindset and political judgment for navigating institutional complexity
- Bachelor's degree in public policy, public administration, or related field preferred
- Minimum five years of professional experience in legislative affairs, government relations, or housing policy
