About the Role
The Right-of-Way and Utility Manager directs all aspects of rights-of-way acquisition, administration, and utility easement coordination for major rail infrastructure projects. This leadership position requires expertise in property management, regulatory compliance, and stakeholder coordination to advance the SCORE program's expansion goals across the region.
What You'll Do
- Acquire, manage, and maintain rights-of-way and utility easements for infrastructure projects
- Coordinate with property owners, utility companies, and government agencies to secure necessary agreements and permits
- Ensure compliance with federal, state, and local regulations governing right-of-way management
- Manage acquisition budgets, schedules, and documentation throughout the project lifecycle
- Oversee environmental assessments, title research, and appraisals for project corridors
- Lead negotiations with stakeholders to resolve access issues and utility conflicts
- Monitor easement agreements and enforce contractual terms and obligations
What We're Looking For
- Bachelor's degree in real estate, engineering, planning, or related field
- Five or more years of experience managing rights-of-way or real property acquisition
- Proven expertise in utility easement coordination and complex negotiations
- Knowledge of federal and state real property acquisition regulations, including the Uniform Relocation Assistance and Real Property Acquisition Policies Act
- Strong project management and organizational abilities
- Excellent communication and stakeholder engagement skills
- Proficiency with property management software and geographic information systems
- Ability to thrive in a fast-paced, collaborative environment
