Join MCD Global Health as Deputy Director for Subaward Operations, leading a transformational Electronic Medical Records modernization program serving Maine's rural healthcare communities. This full-time position is based in the United States and requires regular travel to Maine.

The Opportunity

Maine's rural healthcare organizations are undergoing a once-in-a-generation technology transformation. As Deputy Director, you'll lead operational oversight of a $30 million federally funded subaward program serving more than 70 healthcare organizations. You'll manage the complete subaward lifecycle—from program announcements through application review, contracting, performance monitoring, compliance, and closeout—while building and managing a grants administration team dedicated to supporting providers' successful implementation of modern Electronic Medical Records systems.

Key Responsibilities

  • Administer all phases of the subaward program including application intake, funding recommendations, award agreements, budget reviews, reimbursements, compliance monitoring, and program closeout
  • Supervise the grants administration team, establishing operational procedures and workflows that ensure efficient and compliant program delivery
  • Monitor organizational performance and grant compliance across all funded providers, including financial reconciliation and audit readiness
  • Coordinate across finance, contracts, technical assistance, and compliance teams to support rural healthcare organizations
  • Serve as Program Director during absences, exercising leadership and decision-making authority for daily operations

Who We're Looking For

Qualifications: Bachelor's degree in public administration, healthcare administration, business administration, public health, finance, accounting, health information management, or related field (Master's degree preferred). Thorough knowledge of federal grant regulations (2 CFR Part 200), federal procurement standards, healthcare finance, grant monitoring, compliance frameworks, budget administration, contract management, and audit preparation. Certifications such as Certified Grants Management Specialist (CGMS), Grant Professional Certified (GPC), Project Management Professional (PMP), or Certified Government Financial Manager (CGFM) are valued.

Experience: Seven to ten years of progressively responsible experience in federal grants administration, program operations, healthcare administration, financial management, contract administration, and staff leadership. Preferred background includes CMS-funded initiatives, healthcare technology projects, Electronic Medical Record implementation, rural healthcare organizations, and multi-site grant administration. Direct experience overseeing subaward operations from application processing through final closeout is essential.
