Lumen is hiring a Director II, Capture & Proposal for the Public Sector (SLED) team in Boise, Ada County — a full-time, onsite leadership role for a capture strategist who turns state, local, and education opportunities into winning bids.

About the Role

As Director II of Capture & Proposal for Public Sector (SLED) at Lumen, you will lead end-to-end pursuit strategy for state, local, and education clients across the Boise, Ada County region. You will shape how Lumen positions its network and technology solutions to government buyers, guiding deals from early qualification through final proposal submission. This is a hands-on leadership position for someone who thrives at the intersection of strategy, storytelling, and competitive intelligence.

Key Responsibilities

• Drive capture planning for SLED opportunities, defining win themes, pricing posture, and competitive differentiators.
• Lead cross-functional proposal teams through RFP, RFI, and RFQ responses, owning quality, compliance, and on-time delivery.
• Build and qualify a healthy pipeline of public sector pursuits aligned to Lumen's growth priorities.
• Partner with sales, solution engineering, legal, and finance to assemble compelling, compliant offers.
• Translate complex technical capabilities into clear, persuasive narratives tailored to government decision-makers.
• Apply lessons learned and post-decision reviews to continually sharpen Lumen's win rate.

Qualifications

• Proven experience leading capture and proposal efforts within the public sector, ideally serving state, local, and education (SLED) accounts.
• Deep familiarity with government procurement cycles and competitive bid processes.
• Strong leadership skills with a track record of guiding multidisciplinary teams to deadline-driven wins.
• Excellent written and verbal communication, with the ability to craft clear, persuasive proposal content.
• Comfort operating onsite in Boise, Ada County, in a full-time capacity.
