Program Manager

Highmark Health is hiring a full-time Program Manager in Chisolm, Montgomery County to drive measurable improvements in our Medicaid and Medicare clinical quality outcomes. This is a strategic leadership position focused on data-driven program execution that directly impacts member care and health plan performance.

Role Overview

As Program Manager, you'll own the planning and delivery of quality improvement initiatives across our Medicaid and Medicare (D-SNP) portfolios. You'll translate organizational priorities into executable strategies, track performance against state-specific benchmarks, and work cross-functionally to remove barriers to program success. This role demands both analytical rigor and stakeholder management skills as you guide teams through complex quality improvement cycles.

Your Responsibilities

• Design and deploy quality improvement strategies aligned with state Medicaid goals and Medicare Stars ratings
• Analyze clinical quality data to identify gaps, prioritize interventions, and forecast outcomes
• Coordinate with clinical, operations, and provider relations teams to execute program initiatives
• Monitor program performance through dashboards and scorecards; report results to leadership
• Develop and communicate action plans to meet or exceed quality benchmarks quarter over quarter
• Manage timelines, budgets, and resources to deliver programs on schedule and within scope
• Build relationships with internal stakeholders and external partners to drive adoption of improvement strategies

Skills & Qualifications

• 3+ years of program or project management experience, preferably in healthcare or insurance
• Demonstrated ability to manage complex initiatives involving multiple departments and timelines
• Strong analytical and problem-solving skills; proficiency with data analysis tools and business intelligence platforms
• Excellent written and verbal communication for leadership-level reporting
• Experience with healthcare quality metrics (HEDIS, Medicare Stars, Medicaid measures) is a plus
• Bachelor's degree in business, healthcare management, public health, or a related field
• Full-time commitment on-site in Chisolm, Montgomery County
