EM VIII – Construction Operations Manager

The Commonwealth of Massachusetts is hiring an EM VIII - Construction Operations Manager for the Division of Resource Management, located in Milford, Worcester County. This is a full-time position managing construction and facility operations for the Department of Correction, ensuring safe and well-maintained infrastructure across our correctional facilities.

About the Role

Lead construction operations and facility management initiatives for the Department of Correction's correctional institutions. In this senior engineering management position, you'll oversee the design, construction, and maintenance of public buildings and physical plant infrastructure while coordinating emergency services and compliance activities. You'll direct multiple projects simultaneously, manage contractor relationships, and ensure all operations meet safety and humane environment standards.

What You'll Do

• Plan, manage, and oversee construction projects and major facility renovations across correctional facilities
• Direct physical plant maintenance and infrastructure operations to preserve facilities in safe, functional condition
• Coordinate emergency services and facility safety compliance programs
• Supervise construction teams, maintenance staff, and contractor performance
• Manage budgets, timelines, and resource allocation for capital projects
• Ensure adherence to building codes, safety regulations, and Department of Correction standards
• Prepare project assessments, reports, and facility improvement recommendations

What We're Looking For

• Professional Engineer (PE) license or equivalent engineering qualification
• Significant experience managing construction operations or major facility projects
• Expertise in building design, construction methods, and facility infrastructure
• Demonstrated success leading teams and managing substantial budgets
• Strong organizational and written communication skills
• Knowledge of public sector construction and correctional facility operations preferred
