Healthcare Ethics and Compliance Operations Program Director

Oracle is hiring a full-time Healthcare Ethics and Compliance Operations Program Director to join its Health and Life Sciences compliance organization in Des Moines, Polk County.

About the Role

This senior leadership position sits at the intersection of regulatory strategy and operational execution. Reporting directly to the Chief Health and Life Science Compliance Officer, the Healthcare Ethics and Compliance Operations Program Director partners with cross-functional business groups to anticipate, assess, and resolve compliance challenges facing Oracle's global customer base — with particular depth in the healthcare and life sciences sectors.

What You'll Do

• Serve as a primary liaison between the Chief Health and Life Science Compliance Officer and internal business units to drive cohesive compliance program operations
• Lead the design, implementation, and continuous improvement of ethics and compliance frameworks tailored to healthcare and life sciences regulatory environments
• Identify emerging regulatory risks across global markets and translate findings into actionable compliance guidance for Oracle's diverse customer segments
• Develop and maintain compliance policies, standard operating procedures, and program documentation aligned with applicable laws and industry standards (e.g., HIPAA, OIG guidelines, FDA regulations)
• Coordinate compliance training initiatives, awareness campaigns, and reporting mechanisms across business groups
• Monitor regulatory developments in the US and internationally, advising leadership on compliance posture and remediation priorities
• Manage program metrics, KPIs, and executive-level reporting to demonstrate compliance program effectiveness

What We're Looking For

• Proven experience in healthcare or life sciences compliance, ethics program management, or a closely related regulatory field
• Deep familiarity with healthcare regulatory frameworks including HIPAA, Anti-Kickback Statute, False Claims Act, and relevant FDA and CMS requirements
• Strong program management skills with the ability to drive large-scale compliance initiatives across matrixed organizations
• Demonstrated ability to communicate complex regulatory requirements clearly to both technical and non-technical stakeholders
• Experience working within or alongside a Chief Compliance Officer function at an enterprise scale
• Bachelor's degree required; JD, advanced compliance certification (CHC, CCEP), or equivalent advanced credential strongly preferred
