About the Role

The Office of Program Transition and Supply Chain works at the intersection of health policy and international diplomacy. You'll play a central part in shaping how the Bureau of Global Health Security and Diplomacy transitions and sustains health systems across partner nations. This role bridges financial analysis, program management, and strategic planning—translating policy objectives into executable implementation frameworks that serve both US interests and partner country capacity building.

What You'll Do

• Develop, review, and refine bilateral transition agreements and memoranda of understanding aligned with health security and diplomatic priorities
• Design and oversee country-specific implementation roadmaps, ensuring realistic timelines, resource allocation, and measurable outcomes
• Analyze health financing structures, budget requirements, and funding mechanisms to support sustainable program transitions
• Coordinate across government agencies, partner nations, and international organizations to align transition strategies with operational reality
• Track program performance, identify risks, and recommend course corrections to leadership
• Prepare briefing materials, reports, and strategic recommendations for senior State Department officials

What We're Looking For

• Active Top Secret/SCI security clearance or immediate eligibility
• 3+ years in program analysis, international health policy, global finance, or government operations
• Proficiency in financial modeling, budget analysis, and program evaluation
• Demonstrated ability to manage complex, multi-stakeholder initiatives with competing priorities
• Strong written and verbal communication skills—ability to synthesize technical data for executive audiences
• Experience coordinating across federal agencies, international partners, or large organizations
