About the Role
As Construction Manager for the Housing Authority of the City of El Paso, you are the central coordinator for all construction-related projects and initiatives. What You'll Do
- Manage the full lifecycle of construction projects from planning through handover, including scope definition, scheduling, and resource allocation

- Coordinate with contractors, subcontractors, and vendors to ensure project schedules are met and contract terms are honored
- Monitor budgets and control costs, managing change orders and addressing cost overruns
- Ensure all projects comply with federal, state, and local building codes, environmental regulations, and housing authority policies
- Prepare and maintain project documentation, including progress reports, inspection records, and regulatory filings
- Oversee safety protocols on job sites and coordinate with safety personnel
- Collaborate with internal teams and external stakeholders to resolve issues and keep projects on track
What We're Looking For
- Bachelor's degree in construction management, civil engineering, or a related field, or equivalent professional experience in construction management
- Proven track record managing construction projects, including experience with public or government housing projects
- Strong knowledge of building codes, construction standards, and regulatory compliance requirements
- Demonstrated project management skills, including budget control, scheduling, and team coordination
- Excellent communication skills and ability to work effectively with diverse teams and external partners
- Proficiency with project management software and construction documentation tools
- Physical ability to conduct site visits and inspections regularly
