Construction Manager

About the Role

As Construction Manager for the Housing Authority of the City of El Paso, you are the central coordinator for all construction-related projects and initiatives. You report to a director or deputy director and take ownership of project management, technical supervision, and administrative functions. Your mission is to ensure that every project meets or exceeds federal, state, and local building codes, housing regulations, and safety standards while delivering on budget and timeline commitments.

What You'll Do

• Manage the full lifecycle of construction projects from planning through handover, including scope definition, scheduling, and resource allocation
• Conduct regular site inspections and quality assurance reviews to verify compliance with design specifications and building codes
• Coordinate with contractors, subcontractors, and vendors to ensure project schedules are met and contract terms are honored
• Monitor budgets and control costs, managing change orders and addressing cost overruns
• Ensure all projects comply with federal, state, and local building codes, environmental regulations, and housing authority policies
• Prepare and maintain project documentation, including progress reports, inspection records, and regulatory filings
• Oversee safety protocols on job sites and coordinate with safety personnel
• Collaborate with internal teams and external stakeholders to resolve issues and keep projects on track

What We're Looking For

• Bachelor's degree in construction management, civil engineering, or a related field, or equivalent professional experience in construction management
• Proven track record managing construction projects, including experience with public or government housing projects
• Strong knowledge of building codes, construction standards, and regulatory compliance requirements
• Demonstrated project management skills, including budget control, scheduling, and team coordination
• Excellent communication skills and ability to work effectively with diverse teams and external partners
• Proficiency with project management software and construction documentation tools
• Physical ability to conduct site visits and inspections regularly
