The State of Minnesota is seeking a Talent Acquisition Specialist / Human Resources Specialist 2 to join its Direct Care and Treatment team in Bloomington, Minnesota.
About the Role
This full‑time position supports statewide recruitment efforts for health and human services programs. You will partner with hiring managers to attract qualified candidates, manage the selection process, and ensure a smooth onboarding experience for new employees.
What You'll Do
- Develop and post job advertisements that reach diverse talent pools across Minnesota.
- Screen resumes, conduct initial interviews, and coordinate interview panels.
- Maintain accurate candidate records in the state’s applicant tracking system.
- Provide guidance on interview best practices and compliance with state hiring policies.
- Assist with onboarding activities, including orientation scheduling and paperwork completion.
- Track recruitment metrics and prepare reports to improve hiring efficiency.
- Collaborate with agency stakeholders to forecast workforce needs and build talent pipelines.
What We're Looking For
- A bachelor’s degree in human resources, business administration, psychology, or a related field; equivalent experience may be considered.
- Proven experience in talent acquisition, recruitment, or HR coordination within a public sector or large organization.
- Strong interpersonal skills and the ability to build rapport with candidates and hiring teams.
- Familiarity with applicant tracking systems and basic HRIS functionalities.
- Excellent organizational abilities, attention to detail, and capacity to manage multiple requisitions simultaneously.
- Knowledge of Minnesota state employment regulations and equal opportunity principles.
- Effective written and verbal communication skills for crafting clear job descriptions and candidate correspondence.
