Midland Independent School District is hiring a full-time Title I Compliance Specialist to join its Title I / Federal Programs team in Midland, Midland County, Texas. This is an exempt-status position working a 226-day calendar year, with direct accountability to the Director of Federal Programs or a designated supervisor.

About the Role

As the Title I Compliance Specialist at Midland ISD, you will serve as a key steward of the district's federally funded programs, ensuring every dollar and every practice aligns with Title I, Part A requirements under the Every Student Succeeds Act. You will work cross-functionally with campus administrators, program coordinators, and district leadership to build a culture of accountability and continuous improvement across federal program operations. No supervisory responsibilities are assigned to this position.

What You'll Do

  • Monitor campus and district-level compliance with Title I federal guidelines, regulations, and reporting requirements
  • Conduct internal program audits and reviews to identify gaps, risks, or areas requiring corrective action
  • Maintain organized, audit-ready documentation for all Title I activities, expenditures, and program records
  • Support the preparation and submission of required state and federal reports within established deadlines
  • Assist campus staff with interpreting and applying federal program rules, allowable uses of funds, and equitable services obligations
  • Coordinate data collection processes that support program evaluation and evidence-based decision making
  • Review budgets and purchasing requests for compliance with federal cost principles
  • Participate in professional development and training related to federal education programs and evolving compliance standards

What We're Looking For

  • High school diploma or GED required; a bachelor's degree in Education, Business Administration, Public Administration, or a closely related field is strongly preferred
  • Prior experience in auditing, compliance monitoring, or federal program administration, ideally within a K–12 or public sector environment
  • Working knowledge of Title I, Part A requirements or demonstrated ability to quickly master federal regulatory frameworks
  • Strong organizational skills with attention to detail and the ability to manage multiple deadlines simultaneously
  • Clear written and verbal communication skills for translating complex regulations into actionable guidance
  • Proficiency with standard office productivity and data management tools
