Senior Preconstruction and Estimating Manager, Power Market

J.E. Dunn Construction Company is seeking a Senior Preconstruction and Estimating Manager to lead estimating strategy and preconstruction planning for utility and power market projects from our Boise, Ada County office. In this full-time leadership role, you'll drive cost analysis, project feasibility assessments, and estimating excellence across complex power infrastructure work.

About the Role

You'll direct the preconstruction and estimating function for power market work, partnering closely with business development, operations, and project management teams. Your expertise will shape project strategy from initial bid evaluation through contract award, ensuring accuracy, competitiveness, and constructability.

What You'll Do

• Lead cost estimation and budgeting for power market projects, managing scope, schedule, and resource analysis
• Oversee preconstruction activities including site evaluation, constructability reviews, and risk assessment
• Mentor and develop the estimating team, establishing best practices and quality standards
• Evaluate bid opportunities, prepare proposals, and present findings to leadership and clients
• Coordinate with engineers, vendors, and subcontractors to validate cost assumptions and project logistics
• Manage the estimating database, historical performance data, and continuous process improvement
• Navigate complex RFP documents, specifications, and power industry technical requirements

What We're Looking For

• 10+ years of preconstruction, estimating, or project management experience in power, utility, or heavy civil construction
• Proven track record leading estimating teams and delivering competitive, accurate estimates
• Expert knowledge of power market projects, electrical infrastructure, or utility construction
• Strong grasp of construction cost modeling, labor productivity, and material pricing
• Excellent communication and collaboration skills across technical and business functions
• Detail-oriented with proficiency in estimating software and project management tools
• Bachelor's degree in construction management, engineering, or related field preferred
