[About the Role]

We are seeking a Senior Product Manager to own and lead high‑impact, data‑centric products that support Whole‑of‑Government policy, operational and decision‑making outcomes. The role carries end‑to‑end accountability for product vision, prioritisation and outcomes, working with senior stakeholders across agencies to ensure products deliver sustained value at scale. 

As a Senior Product Manager, you will be responsible for the end‑to‑end success of strategic products where data is a primary value driver, such as enterprise data platforms, authoritative datasets and shared analytics products. You will shape the product vision and roadmap, lead problem discovery to ensure the right problems are being solved, and guide delivery through multi‑disciplinary teams. 

You will work closely with senior stakeholders across agencies to balance policy intent, operational needs, user outcomes, governance requirements and delivery constraints. This is a Senior Product Manager role, not a separate data‑specialist position, and requires strong product leadership complemented by sufficient data literacy to operate effectively in complex, cross‑agency environments. 

[Key Responsibilities]

Product Strategy & Ownership 

• Own and communicate a clear product vision, outcomes and roadmap for data‑centric products. 
• Lead problem discovery to ensure the right user, agency and Whole‑of‑Government problems are being solved before solutioning, rather than digitising existing issues. 
• Translate policy, operational and analytical needs into actionable product strategies and priorities. 
• Define and track product value, focusing on impact such as better decisions, improved timeliness, reuse of data and productivity gains. 
• Ensure product scope remains outcome‑driven, avoiding unnecessary complexity or unsustainable solutions. 

Stakeholder Management 

• Act as the single accountable owner for product outcomes across multiple agencies and senior stakeholders. 
• Engage policy owners, data owners, business users, analytics teams, technologists and vendors to align priorities and delivery expectations. 
• Make informed trade‑offs across cost, quality, risk, timeliness and impact. 

Delivery Leadership 

• Lead cross‑functional product teams spanning data engineering, analytics, architecture, security and operations. 
• Drive product‑centric delivery practices, including iterative releases, user feedback loops and outcome‑based prioritisation. 
• Oversee vendor‑supported delivery while maintaining strong internal product ownership and capability transfer. 

Governance, Risk & Compliance 

• Ensure products meet government requirements for data governance, security, privacy, auditability and operational sustainability. 
• Work closely with governance, security and architecture stakeholders to embed controls by design. 
• Present product plans, costs, risks and progress clearly to senior governance forums. 

People & Capability Development 

• Mentor Product Managers and contribute to building strong product capability, particularly for data‑centric products. 
• Role‑model sound product judgement, accountability and outcome ownership. 

[Scope of Work]

You will typically work on mission‑critical or cross‑agency products where data is foundational, such as: 

• Enterprise or sector‑wide data platforms 
• Authoritative government datasets 
• Shared analytics or reporting products 

The role operates at a broader and more complex scope than a Product Manager, often spanning multiple systems, agencies and user groups.

Core Product Skills 

• Proven experience in product management at a senior level, including product strategy, roadmap ownership and outcome delivery 
• Strong ability to manage senior stakeholders and operate in complex, multi‑party environments 
• Experience articulating product value, risks and trade‑offs to governance or leadership forums 

Data & Technical Literacy 

• Good understanding of modern data platforms and architectures (e.g. ingestion, transformation, analytics, data services) 
• Working knowledge of data governance concepts such as data quality, access control and lineage 
• Ability to collaborate effectively with engineers, architects, data and security professionals 

Leadership Qualities 

• Clear ownership and accountability for outcomes 
• Comfortable working with ambiguity and evolving policy or organisational needs 
• Balanced perspective on short‑term delivery and long‑term sustainability
