Texas State Counsel for Offenders is hiring a full-time Attorney I, II, or III based in Lubbock, Texas — a meaningful opportunity to serve as state-appointed legal counsel in one of Texas's most consequential public defense practices.

About the Role

This position sits within the appellate and post-conviction division of a state agency dedicated to representing indigent individuals incarcerated by the Texas Department of Criminal Justice. The appropriate salary grade and title — Attorney I, II, or III — will be determined based on the selected candidate's experience and qualifications.

What You'll Do

  • Represent clients in state and federal appellate proceedings, including direct appeals and post-conviction writs of habeas corpus
  • Conduct thorough review of trial court records, transcripts, and supporting documentation to identify viable legal issues
  • Research constitutional, statutory, and case law relevant to pending matters
  • Draft, edit, and file appellate briefs and other court documents that meet applicable rules and deadlines
  • Communicate with incarcerated clients regarding case status, legal strategy, and court outcomes
  • Appear before Texas Courts of Appeals, the Court of Criminal Appeals, and federal district courts as required
  • Collaborate with supervising attorneys and agency staff to maintain case quality and meet docket obligations

What We're Looking For

  • Active license to practice law in the State of Texas (or eligibility for Texas bar admission)
  • A juris doctor degree from an accredited law school
  • Strong legal research and analytical writing skills
  • Familiarity with Texas Rules of Appellate Procedure and post-conviction practice is a plus
  • Commitment to the constitutional right to counsel and to equitable representation in the criminal justice system
  • More advanced Attorney II or III placement requires demonstrated appellate or post-conviction litigation experience
