The Department of Labor seeks an experienced Employment & Training Specialist IV to lead employment and training initiatives in Portland, Multnomah County. This is a full-time, supervisory position at Grade 25 designed for a skilled professional ready to advance workforce development and support Oregonians in achieving career success.
About the Role
As an Employment & Training Specialist IV, you will direct and oversee employment training programs, labor force development activities, and career services. This senior-level position combines program oversight, staff leadership, and direct engagement with job seekers and employers to strengthen Oregon's workforce ecosystem. You will set strategic direction for training initiatives, ensure program quality, and drive outcomes that connect workers with sustainable employment opportunities.
What You'll Do
- Supervise employment and training program operations, including budget management, staff coordination, and performance tracking
- Develop and implement comprehensive employment services and job training programs aligned with labor market demand
- Build and maintain partnerships with employers, educational institutions, and community organizations to support workforce placement
- Analyze labor market data to identify emerging industries and high-demand occupations; adjust training programs accordingly
- Provide technical expertise and guidance on state employment law, federal workforce regulations, and program compliance
- Mentor and evaluate employment specialists and support staff; ensure consistent service quality and compliance standards
- Prepare reports, assessments, and recommendations for state leadership on program effectiveness and workforce trends
What We're Looking For
- Extensive experience in employment services, workforce development, or related human services program administration
- Proven supervisory or leadership experience managing teams and complex projects
- Strong knowledge of state and federal employment and training regulations
- Excellent organizational, analytical, and communication skills
- Ability to work effectively with diverse populations, employers, and government agencies
- Experience with data analysis, labor market research, or program evaluation is valued
