Other Transaction Agreement (OTA) Program Manager

R.E. Darling Co. is seeking an experienced Other Transaction Agreement (OTA) Program Manager to join our team on-site in Casas Adobes, Pima County, where you will guide complex government agreements from inception through compliant execution.

About the Role

As the OTA Program Manager at R.E. Darling Co., you will serve as the central point of contact between our organization and government stakeholders, including Contract Management Offices (CMO). This full-time, on-site position in Casas Adobes, Pima County blends customer relationship management, regulatory oversight, and financial stewardship to keep mission-critical programs on track. Because the work involves access to ITAR and/or EAR controlled technical data, technology, or source code, every candidate must be authorized to handle such information.

Key Responsibilities

• Act as the primary liaison with government agencies and CMO representatives, nurturing strong customer relationships.
• Manage agreements and contracts while ensuring full compliance with applicable regulations and program requirements.
• Oversee program financials, including funding allocation, tracking, and reporting.
• Lead public relations efforts and coordinate communications tied to active programs.
• Drive strategic coordination across internal teams and external partners to advance program objectives.
• Prepare and deliver accurate reporting to support transparency and informed decision-making.

Qualifications

• Authorization to access ITAR and/or EAR controlled technical data, technology, or source code.
• Demonstrated experience managing agreements, contracts, and regulatory compliance.
• Strong background in government or customer relationship management, ideally involving CMO interaction.
• Proven ability to oversee program funding and financial reporting.
• Excellent communication, public relations, and strategic coordination skills.
