Project Manager – CBOC Consultant

Aptive is seeking a full-time Project Manager – CBOC Consultant to serve as a senior subject matter expert driving the stand-up, activation, and transition of VA Community-Based Outpatient Clinic programs across the United States.

About the Role

As the designated Key Personnel lead on VA CBOC contracts, you will own the full lifecycle from contract award through operational capability. This position demands a hands-on leader who can simultaneously manage complex federal healthcare program requirements, coordinate multidisciplinary teams, and satisfy VA regulatory standards — all while keeping clinic activation timelines on track.

What You'll Do

• Lead clinic stand-up, transition-in planning, and operational activation for VA Community-Based Outpatient Clinic programs from award to full operational capability
• Serve as the primary point of contact and senior Key Personnel liaison between Aptive and VA stakeholders throughout the program lifecycle
• Develop and manage integrated project schedules, milestone tracking, and risk registers specific to CBOC launch requirements
• Coordinate across clinical, administrative, facilities, and compliance workstreams to synchronize readiness activities
• Ensure all deliverables, workflows, and documentation meet VA policy, federal healthcare regulations, and contractual obligations
• Identify and resolve operational barriers that could delay clinic activation or impair service delivery to veterans
• Lead transition-in briefings, status reviews, and reporting to VA program offices and internal leadership
• Apply lessons learned across CBOC engagements to improve Aptive's activation methodology and delivery standards

What We're Looking For

• Demonstrated experience managing VA or federal healthcare programs, with direct involvement in CBOC or similar clinic stand-up initiatives strongly preferred
• Deep familiarity with VA Community-Based Outpatient Clinic operational requirements, compliance frameworks, and transition planning processes
• Proven ability to function as Key Personnel on federal government contracts, including engagement with contracting officers and VA program management offices
• Strong project management skills including schedule development, risk management, and stakeholder communication in complex, multi-site environments
• Working knowledge of federal acquisition regulations and VA-specific contract compliance requirements
• PMP certification or equivalent project management credential preferred
• Exceptional written and verbal communication skills, with experience producing government-quality deliverables and briefing senior officials
• Ability to travel to clinic sites across the US as required by program activation activities
