Define estimating methodologies, planning standards, and governance that support competitive tender activity. Consolidate transportation demand across projects, issue RFQs, run bid-tab and carrier evaluations, and negotiate rates, service agreements, and commercial terms. Prepare execution-readiness handovers, feasibility reviews, and transition documentation for Logistics Operations teams following project award. Grow strategic carrier and freight-forwarder networks for specialized, heavy-haul, over-dimensional, breakbulk, and multimodal cargo.
