Competitive Innovations, LLC (CI) is hiring a Foreign Assistance Program Analyst II / SME II in Washington, D.C. to help drive impactful international assistance programming in partnership with the U.S. Department of State.

About the Role

As a Foreign Assistance Program Analyst II / Subject Matter Expert II, you will support the U.S. Department of State's Bureau of Democracy, Human Rights, and Labor (DRL). This full-time, on-site position in Washington, D.C. centers on strengthening how foreign assistance programs are planned, executed, and assessed. You will bring analytical rigor and subject matter depth to ensure that program requirements are met and that funding decisions advance mission objectives.

Key Responsibilities

• Support the effective delivery of foreign assistance program requirements on behalf of DRL.
• Design and apply structured approaches for program execution, monitoring, and evaluation.
• Assess whether allocated funding is being used appropriately and producing intended results.
• Provide informed advocacy and recommendations to guide program direction and improvement.
• Serve as a knowledgeable resource on foreign assistance practices, processes, and standards.

Qualifications

• Demonstrated experience analyzing or managing foreign assistance, international development, or government-funded programs.
• Subject matter expertise relevant to democracy, human rights, labor, or related policy areas.
• Strong analytical skills, including the ability to build and apply systematic evaluation methods.
• Excellent written and verbal communication for reporting, advocacy, and stakeholder coordination.
• Ability to work on-site in Washington, D.C. in support of a U.S. Department of State client.
